Jaivardhan Singh said that the master plan of big cities should normally come every 10 years. The last master plan of Bhopal came in 1995. After this, a new master plan should have come in 2005, but the BJP government continued to postpone it. He said that when the Congress government was formed in 2018-19, Kamal Nath was the Chief Minister and he was the Urban Development Minister. The government prepared a new master plan keeping in mind the future of Bhopal. After discussing and taking objections from all sections of the leaders, the draft of the 2031 master plan was presented in Minto Hall on 7 March 2020. Jaivardhan said that if the government had lasted a little longer, this master plan would have been implemented. After the change of power, the BJP government did not move forward. According to him, the BJP government is deliberately not implementing the master plan. According to him, the master plan was not prepared by the Congress government. He said that the draft of the master plan could have been prepared by the government.
