India and Slovakia on Monday elevated their bilateral relationship to a Comprehensive Partnership, marking a major milestone in diplomatic ties as Prime Minister Narendra Modi paid a historic State Visit to the Slovak Republic – the first by an Indian Prime Minister since Slovakia’s independence in 1993. PM Modi visited Slovakia at the invitation of Slovak Prime Minister Robert Fico, with the two leaders holding extensive discussions on expanding cooperation across defence, trade, technology, energy, education, innovation, counter-terrorism, and people-to-people exchanges. The visit is being viewed as a landmark moment in India-Slovakia relations, reflecting the growing strategic importance of cooperation between the two countries amid evolving geopolitical and economic realities. Bilateral Ties Elevated to Comprehensive Partnership At the heart of the visit was the decision by both nations to elevate their relationship to a Comprehensive Partnership, aimed at strengthening existing cooperation mechanisms and creating new avenues for engagement at bilateral and multilateral levels. The two leaders emphasized that India and Slovakia share a longstanding friendship based on trust, equality, mutual respect, and democratic values. They agreed that the upgraded partnership would provide a robust framework for deepening cooperation in emerging sectors while enhancing political, economic, technological, and cultural engagement. PM Modi and Prime Minister Fico also stressed the importance of regular high-level exchanges and agreed to increase interactions between government institutions, legislatures, and policymakers to further strengthen mutual understanding. Slovakia Reiterates Support for India at Global Forums A significant diplomatic outcome of the visit was Slovakia’s renewed support for India’s aspiration to become a permanent member of a reformed and expanded United Nations Security Council (UNSC). The two leaders welcomed the conclusion of negotiations on the India-European Union Free Trade Agreement and expressed hope for its early implementation, noting that it could significantly expand trade and investment opportunities. India and Slovakia agreed to strengthen the role of the Joint Economic Committee and identify high-potential sectors for cooperation. Particular focus was placed on automotive manufacturing; electronics; advanced manufacturing; railway technologies; innovation ecosystems; industrial partnerships; and high-value supply chains. The leaders noted that Slovakia’s advanced industrial ecosystem and India’s large-scale manufacturing capabilities could complement each other to create mutually beneficial opportunities. Partnership in Green Energy and Sustainable Development The two countries committed to enhancing cooperation in achieving net-zero goals and accelerating the green energy transition. Discussions focused on clean energy technologies, nuclear energy, geothermal power, energy security, sustainable infrastructure, and climate resilience. Both sides agreed to promote joint research, technology exchange, and capacity-building initiatives in the energy sector. Water, Climate and Infrastructure Cooperation India and Slovakia also agreed to strengthen collaboration in meteorology, hydrology, water resource management, and dam safety. The leaders discussed cooperation in drinking water quality monitoring, water treatment technologies, rural water supply systems, climate-resilient infrastructure, and community participation in water management. The initiative aims to improve water security and support sustainable access to safe drinking water. Major Push for Digital Technologies and Artificial Intelligence Technology emerged as another major pillar of cooperation. The two countries signed a Memorandum of Understanding on Digital Technologies, creating a structured framework for collaboration in emerging technologies. Areas identified for cooperation include artificial intelligence, semiconductors, start-ups, innovation ecosystems, research institutions, technology companies, 5G applications, 6G standardization, Internet of Things (IoT), and Machine-to-Machine (M2M) technologies. The leaders also welcomed the successful outcomes of the AI Impact Summit 2026 held in New Delhi, which was attended by Slovak President Peter Pellegrini. One of the most notable announcements was the establishment of the first-ever ICCR Chair in Artificial Intelligence at the Technical University of Kosice, reflecting the growing emphasis on academic and technological collaboration. Cooperation in Space, Healthcare and Education Prime Minister Modi and Prime Minister Fico agreed to explore opportunities for cooperation in the space sector, particularly in satellite technologies and related applications. The two leaders also emphasized collaboration in healthcare, including pharmaceutical research and development, digital health solutions, public health management, and human resource development in healthcare. In education, both countries committed to expanding academic exchanges and research partnerships. A Memorandum of Understanding on Higher Education and Research was signed to strengthen institutional collaboration. Additionally, an agreement was signed between IIT Delhi and Slovak Technical University to promote student exchanges, scholarships, and joint research initiatives. Cultural and People-to-People Ties Strengthened Recognizing the importance of cultural diplomacy, India and Slovakia agreed to expand cultural exchanges, tourism cooperation, and people-to-people contacts. A Memorandum of Understanding on Audio-visual Creation was signed to encourage collaboration in film production, media, and creative industries. The two countries also agreed to facilitate exchanges of artists, cultural troupes, exhibitions, and participation in festivals to deepen mutual understanding. Labour Mobility and Consular Cooperation To facilitate the movement of skilled professionals, the two sides signed an MoU on Labour Migration. The agreement seeks to streamline mobility and improve cooperation between relevant authorities in both countries. India and Slovakia also agreed to work toward an early conclusion of a Social Security Agreement to protect the interests of professionals working in each other’s countries. Recognizing increasing people-to-people exchanges, both governments announced the establishment of a Consular Dialogue Mechanism to enhance cooperation on consular matters and support citizens. Eleven Agreements Signed The visit witnessed the signing of eleven major agreements and memoranda, covering labour migration, defence cooperation, digital technologies, higher education, audio-visual creation, quantum communication, healthcare, scientific research, tourism, and academic exchanges. The agreements reflect the broadening scope of India-Slovakia engagement and underscore both nations’ commitment to building long-term partnerships across strategic and emerging sectors. A New Chapter in Bilateral Relations Concluding the visit, both leaders described the outcomes as a transformative step in bilateral relations and committed to maintaining momentum through regular high-level exchanges and institutional dialogue. PM Modi thanked Prime Minister Robert Fico and the people of Slovakia for their warm hospitality, while both sides expressed confidence that the Comprehensive Partnership would usher in a new era of cooperation between India and Slovakia.
