Kathmandu: Nepal's dispute with India over Lipulekh has flared up again after Baleshan Shah became prime minister. There is resentment against India in Nepal and experts are writing articles. Gopal Bahadur Thapa, former head of protocol in Pal's foreign ministry, has written an article in the Kathmandu Post saying that "Nepal has a right over Lipulekh and favours it from maps to documents. Which the Nepalese government should present to India." He has argued that from 1815 to the present day, the Kali or Mahakali river flows from its traditional origin in Limpiyadhura along Nepal's western border to India. It is often referred to in British records and Nepalese in the upper reaches as "Kali River."
