The Odisha government is moving to a more frequent Cabinet schedule, with meetings to be held twice a month as part of an effort to speed up administrative decisions and ensure that approvals do not remain pending at the implementation stage, sources said on Thursday. The new approach puts equal emphasis on what happens after a Cabinet decision is taken. Administrative departments have been asked to track approved decisions regularly, adhere to prescribed timelines and act promptly if implementation runs into difficulties. The government has also sought greater preparedness from departments before proposals reach the Cabinet. Departments will have to finalise their proposals in advance and submit Cabinet notes to the Chief Secretary sufficiently ahead of scheduled meetings. The advance submission is intended to give authorities enough time to examine and scrutinise the proposals before they are placed before the Cabinet, allowing matters requiring approval to be taken up without avoidable delays. The decision forms part of a set of action points discussed during a meeting of secretaries at Kharavela Bhawan. The meeting was chaired by Chief Secretary Anu Garg, who issued instructions covering both preparation for Cabinet meetings and follow-up on decisions subsequently taken by the government. Under the revised approach, departments will be responsible not only for getting proposals ready but also for ensuring that Cabinet-approved measures move forward within the stipulated timeframe. Regular reviews of implementation will form a key part of this process. Departments have been directed to closely monitor the progress of approved decisions and introduce corrective measures wherever required. The emphasis is on maintaining continuous oversight so that decisions cleared by the Cabinet translate into administrative action without unnecessary delays. Holding Cabinet meetings twice each month is therefore intended to create a more regular channel for considering important administrative proposals, while the accompanying instructions seek to improve coordination among departments and strengthen follow-through after approval. The government expects the combination of advance preparation, greater scrutiny of Cabinet notes and periodic monitoring of approved decisions to improve the pace at which administrative decisions are processed and implemented across the state.
