Teenagers Assaulted and Molested in Bihar's Jamui District: Police Arrest Three

A teenage boy and girl returning from coaching classes in Bihar’s Jamui were stopped by a group of men on Saturday evening, surrounded, questioned and subjected to assault and molestation before being allowed to leave. Police said a case has been filed under relevant sections of the POCSO Act and three people have been arrested. The police are on a lookout for more people identified in the video. Videos show the two teenagers pleading with the men, who purportedly touch the woman inappropriately and even pick her up and try to run away. According to Superintendent of Police (Jamui) Vishwajeet Dayal, the incident took place on September 19, around 6-7 pm. A source said the teenagers were returning from coaching classes. In one of the videos, the boy is seen riding the scooter with the girl seated behind him as several people surround them. The two repeatedly apologise to the group. The boy tells those around him that they study at the same school and that everyone at home knows about them. A person in the group then slaps the boy and says, “If they know, then call them.” Another person is heard saying, “Call the family.” The girl is seen folding her hands and pleading with the group to let them go. In another video, she is heard saying, “Please let us go, we will never come here again.” In the video, some people in the group are eventually heard telling the two to leave, saying, “Go, go.” Another video shows members of the group chasing the boy and girl. The boy is pulled by the collar of his shirt, while a man is seen holding and lifting the girl, running away. The videos surfaced on social media following the incident and prompted the Jamui police to take cognisance of the matter and begin an investigation. Leader of the Opposition in Lok Sabha Rahul Gandhi called the incident “deeply disturbing” and said the culprits must be identified and prosecuted under POCSO. This is not “culture.” It is patriarchy: the belief that any man can police a girl’s body, her movement, her choices,” he said, adding, “When control is mistaken for culture, and such attitudes are normalised by Andhbhakts, mobs start believing they are the law.” Deputy Inspector General (DIG) of the Munger Police Range, Rakesh Kumar, confirmed to The Indian Express that three people have been arrested so far by the police, while further action against more suspects is underway. On Monday, police officers visited the victims’ homes and recorded their statements in a confidential setting. Earlier in the day, Jamui SDPO IPS Deepti Monali said an FIR has since been registered under provisions of the Protection of Children from Sexual Offences (POCSO) Act and the Bharatiya Nyaya Sanhita (BNS). “Sections 74 and 76 of the BNS, along with Section 3(5), and Sections 8 and 12 of the POCSO Act have been invoked based on the allegations contained in the complaint and the facts established so far,” she said. Police said they have identified the men involved in the incident from the video footage. Preliminary findings indicate that at least six to seven youths were involved. “Special teams have been conducting raids at suspected locations to make arrests,” a source said.
